      <title>Changes to the Residential Tenancy Act May 2018</title>

      <description>&lt;p&gt;Recent changes to the BC Residential tenancy act are coming into effect May 17, 2018. So what does that mean to landlords and tenants?&lt;/p&gt;

&lt;p&gt;Well, the changes such as requiring landlords to provide 4 months written notice&amp;nbsp;to evict tenants using section 49 notices, and penalizing landlords by requiring them to pay their tenants 12 months worth of rent as compensation if they fail to follow through or complete specific steps.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;These changes are primarily designed to discourage landlords from using section 49 notices to wrongfully evict tenants to rent to a new tenant at a higher rent without accomplishing the purpose for ending the tenancy.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

      <title>March Month End Market Stats 2018</title>

The sales of condominiums were down 28.2 percent from last year in March with 211 units sold. Single-family homes were 30.8 percent down from the year previous, with 337 sold this March.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;"As we expected, March sales are tracking lower than in 2017," says Victoria Real Estate Board President Kyle Kerr. "This is likely due to a number of factors that have created hesitation in consumers, including recent heavy measures by the provincial government to reduce the value of home prices and the federal government's new mortgage qualification rules. Combine these factors with rising interest rates and you've got a housing market that is in transition due to outside influences. Every time there is intervention into a market, it takes a few months for the market to rebalance. With the continual changes of late from different levels of government, our market is experiencing a new cycle of ongoing uncertainty."&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;There were a total of 1,766 active listings for sale on the Victoria Real Estate Board Multiple Listing Service&amp;reg; at the end of March 2018, an increase of 14.3 percent compared to the month of February and 13.5 percent more than the 1,556 active listings for sale at the end of March 2017.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;"Despite all of the above, we continue to see benchmark price increases across our market and demand persists - partly due to low inventory -&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

      <title>BC Real Estate Speculation Tax Scaled Back</title>

&lt;p&gt;People with cottages and second homes on the Gulf Islands or in rural areas will not pay the speculation tax, Finance Minister Carole James announced Monday in response to concerns from British Columbians that the new tax would cost them thousands of dollars.&lt;/p&gt;
&lt;p&gt;James also announced changes to the geographic areas where the tax will apply, removing Parksville, Qualicum, unincorporated Gulf Islands and the Juan de Fuca electoral area.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;People with cottages at the lake, or cabins, or the islands, will not pay this tax. People with second homes outside of high-cost urban areas will not pay the tax.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;More than 99 percent of British Columbians will not pay the tax, James said. &amp;ldquo;Only those who own multiple properties and leave them empty in major cities will be asked to contribute,&amp;rdquo; James said.&lt;/p&gt;

We did see evidence of this change come early in the year, as multiple offers and rapid price increases leveled out," says Victoria Real Estate Board President Ara Balabanian. "However, the ongoing low inventory of properties for sale meant that buyers continued to experience competitive situations in high demand areas, and multiple offers were still a common occurrence as buyers negotiated in a tighter market. What we couldn't anticipate were outside factors such as changes to mortgage qualifying rules that may have pushed people into the market early. The pending mortgage stress test in particular is likely to have caused much of the increased activity we've seen in November and December."&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;There were 1,384 active listings for sale on the Victoria Real Estate Board Multiple Listing Service&amp;reg; at the end of December 2017, a decrease of 21.5 per cent compared to the month of November and 7.3 per cent fewer than the 1,493 active listings for sale at the end of December 2016. This is the lowest level of inventory for the area in the month of December since the statistic was tracked in 1996.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;The Multiple Listing Service&amp;reg; Home Price Index benchmark value for a single family home in the Victoria Core in December 2016 was $753,900. The benchmark value for the same home in December 2017 has increased by 9.3 per cent to $823,800, and is slightly lower than November's value of $824,600.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span&gt;"Overall, the low inventory and the continued interest in Victoria real estate meant that well-priced homes were quick to sell in 2017. Moving forward, we expect to see more inventory come into the market, which will continue to move us toward a more balanced state," adds President Balabanian. "We also expect housing prices to remain stable, without the increases we tracked in 2016, and anticipate steady slow growth.       <title>Should You Worry About Moisture on Windows?</title>

      <description>&lt;p&gt;You&amp;rsquo;re standing by your window admiring the view. Then you notice it. Moisture has built-up around the edges of the glass. Should you worry? It all depends on the reason for the build up. Assuming you have traditional double-pane glass in your windows, there are a few things to look for if you notice moisture. Often, moisture at the bottom of the windows is simply caused by too much humidity in your indoor air. If that&amp;rsquo;s the case, simply adjust your humidifier. If the moisture is on the exterior of the window, typically there&amp;rsquo;s also no problem with the window itself. It may have rained recently or the outside humidity may have spiked causing the accumulation. Generally, there&amp;rsquo;s no reason for concern. However, if the moisture is in between the two panes of glass, the seal has broken and surrounding air &amp;ndash; along with its water content &amp;ndash; has made its way in. This disrupts the thermal barrier of the window, reducing its energy efficiency. In fact, the glass might feel noticeably colder than your other windows on chilly days. In that case, you&amp;rsquo;ll need to replace the pane. Similarly, if the moisture is coming in through only one spot &amp;mdash; the bottom right corner, for example &amp;mdash; then you might have a leak. If you have a wood frame or sill, you may also notice a growing water stain. It&amp;rsquo;s important to get leaks fixed quickly. There may be water damage occurring within the frame that you cannot see.&lt;/p&gt;

&lt;p&gt;The answer seems obvious: As long as it takes to make a decision!&lt;/p&gt;

&lt;p&gt;Buying a home is significantly more complex than purchasing shoes &amp;ndash; and the stakes are higher too! You need to make sure you have all the information necessary to confidently make the best decision.&lt;/p&gt;

&lt;p&gt;Macro viewing is often the fastest stage in the viewing process and can sometimes take just a few minutes.&lt;/p&gt;

&lt;p&gt;If you like what you see, then it&amp;rsquo;s onto the micro stage. At this stage you take a closer look at the details of the property. You might, for example, spend extra time in the master bedroom imagining how your furniture would look and fit.&lt;/p&gt;

&lt;p&gt;The micro stage takes longer simply because the home is now on your shortlist. You&amp;rsquo;re interested and are considering making an offer.&lt;/p&gt;

      <title>When it Comes to Offers, it’s Not Always about Price</title>

&lt;p&gt;When considering which of two or more competing offers to accept for your home, there is no doubt price plays a huge role. After all, if Offer #1 is $10,000 higher than Offer #2, that&amp;rsquo;s an enticing difference that puts thousands of extra dollars in your pocket. However, price isn&amp;rsquo;t the only thing you should think about when comparing multiple offers. There are other factors you need to consider as well. For example, what conditions are in the offer? If Offer #1 is conditional upon the buyer selling his current property for a specific amount, then what if that doesn&amp;rsquo;t happen? You could end up with an offer that dies and be forced to list your home all over again. In that circumstance, accepting the lower offer may be your best move. There&amp;rsquo;s also financing to consider. Most buyers will attach a certificate from their mortgage lender to show that they can afford the home and will likely secure financing with little difficulty. If you get an offer where the ability of the buyer to get financing is in doubt, that&amp;rsquo;s a red flag. The closing date is another important factor. Offer #1 might propose a closing date that&amp;rsquo;s perfect for you, while Offer #2 is four weeks later. If you&amp;rsquo;ve already purchased another home, you might require a month of bridge financing if you accept Offer #2. There&amp;rsquo;s nothing wrong with that per se, but the costs and additional hassle are factors you should consider. As you can see, assessing competing offers isn&amp;rsquo;t as easy as it looks. Yes, you heard me right. Many people are under the impression that the majority of buyers are coming from the United States or Asia. In reality, buyers from outside Canada make up only 2.03%. Now these stats are true for 2015, but we expect that with the loonie being down and a very active market the numbers for buyers outside of Canada will likely rise.&lt;/p&gt;

      <title>Showing Your Home Over The Winter Holidays</title>

      <description>&lt;p&gt;When showing your home during the winter holidays my number one suggestion is to turn up the heat. Nothing shows worse than a home with a chill. If you have a gas fireplace, turn it on before you leave for the showing. Another tip to do pre showing is to simmer some winter scents (Cinnamon sticks, oranges, cloves or whatever you fancy) to help give your house a festive and cozy feel. Another way to emphasize that cozy feel, place a throw on the back of your couch, preferably one that&amp;rsquo;s woolen. &amp;nbsp;One more tip for the inside of your home is to arrange a winter themed centerpiece for your dining room table.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Now moving to the exterior of your home, I suggest hanging a festive decoration on your front door such as a wreath, a star or whatever you think is appropriate. Also, hang some tasteful lights around the exterior of your home as well as inside. No matter what holiday people might be celebrating, every winter holiday celebrates the light.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;I definitely recommend decorating your house, as no one likes a Scrooge, but I encourage you to take a minimalist approach. Do not hang up massive amounts of decorations. Try to keep what d&amp;eacute;cor you do put up to be classy and clean.       <title>Victoria's Rich History</title>

      <description>&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;Did you know that Victoria is the second oldest city in Western Canada? It was first home to three groups of First Nations known as the Songhees. The Songhees had named the area &amp;lsquo;Comosack&amp;rsquo;, which means &amp;lsquo;Rush of Water&amp;rsquo;. Captain James Cook arrived at Comosack in 1778 as the first non-aboriginal man. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;In March of 1843 the area was founded by Hudson&amp;rsquo;s Bay Company as a trading post and fort, they renamed the area Fort Albert. Shortly after that, in June of the same year, the name was changed to Fort Victoria after the queen. Fort Victoria was laid out as a town site in 1852 and the name was changed to Victoria. Victoria became the colonial capital of British Columbia and Vancouver Island, later becoming the Provincial capital when British Columbia joined the Canada Confederation in 1871. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;Victoria was the main port of entry to BC in 1858 due to the Fraser Valley Gold Rush and for the majority of the 19&lt;sup&gt;th&lt;/sup&gt; century Victoria was the largest city in British Columbia. Eventually the Trans Continental Railway was constructed and Vancouver became a terminus making it the major west coast port. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small; color: #000000;"&gt;&amp;nbsp;In the twentieth century Victoria became Canada&amp;rsquo;s western naval base and home to a major fishing fleet.&amp;nbsp; Information Technology was the largest industry in the city including marine, forestry and agricultural research centre. Today there are many heritage attractions to explore.&lt;/span&gt;&lt;/p&gt;

However, there is also a &lt;br /&gt;lot you can do around your property to prevent the possibility of a break-in.&lt;br /&gt;One important part of home security is outdoor lighting. Your home doesn't &lt;br /&gt;need to be lit up like a baseball diamond at night, but your exterior lighting &lt;br /&gt;should illuminate your yard enough to be a deterrent to burglars.&lt;br /&gt;Some burglars hide around the property and wait for someone to arrive and &lt;br /&gt;open the door so they can use that opportunity to force their way into your &lt;br /&gt;home.&lt;br /&gt;Security experts suggest that you walk around your property and look for &lt;br /&gt;areas where someone could hide, such as behind tall shrubbery like a cedar &lt;br /&gt;hedge or behind a tool shed. Make sure these areas are well lit.&lt;br /&gt;Pay particular attention to lighting around exterior doors, especially the back &lt;br /&gt;door. &lt;br /&gt;Home security experts also recommend that exterior lighting be installed &lt;br /&gt;with a timed dimmer. The lights can then be set to cast a bright light in the &lt;br /&gt;early evening, and then a dimmer light throughout the rest of the night.&lt;br /&gt;Lights installed with motion detectors can also be effective in certain areas. &lt;br /&gt;The sensors will cause the light to turn on or brighten when someone comes &lt;br /&gt;onto that part of your property. Generally, thieves will flee as soon as they &lt;br /&gt;see a light turn on.&lt;br /&gt;Do you hide a spare key under the front door mat or in a flower pot? No &lt;br /&gt;matter how clever you think you are, experienced thieves know all the &lt;br /&gt;common hiding places. So, if you need to have a spare key available, put it &lt;br /&gt;in a small combination lock box and hide the box. That way, if a burglar &lt;br /&gt;finds the box, he still won't be able to open it and access the key.&lt;/p&gt;</description>
